Silver Enamel Spoons Marked 925 (Norwegian?) MAKE ME AN OFFER!!

You are looking at 10 enamel and silver sugar spoon as well as a pair of tongs. They look Norwegian to me but I cannot be sure. It's marked 925 S but I cannot make out the makers mark. The spoons are 5.5" long and weigh 15.3 grams.
