Linwood D. Smith Jr., 39, an educational therapist in the mental health program for the deaf at St. Elizabeths Hospital and a member of numerous organizations concerned with the welfare of the deaf, died Nov. 14 at the Medical College of Virginia Hospital in Richmond of injuries he received Nov. 13 in a traffic accident.
Richmond police said Mr. Smith, who was deaf, was crossing the 1700 block of Clarkson Road in Richmond when he was struck by a car driven by a youth. He was taken to the hospital, where he died the next day.
Mr. Smith lived in New Carrollton, Md. He was born in Lumberton, N.C., and grew up in Washington. He graduated from McKinley Technical High School and Gallaudet College. He also studied at Howard University, earned a master's degree in educational administration at California State University at Northridge, Calif., and studied in the North Carolina School for the Deaf Teachers Training Program.
From 1966 to 1971, Mr. Smith taught at schools for the deaf in North Carolina. He then returned here as an educational therapist at St. Elizabeths. In 1975 and 1976, he was a program coordinator for the National Center for Law and the Deaf at Gallaudet. After that, he rejoined the staff at St. Elizabeths.
Mr. Smith contributed numerous articles to professional journals. He was a director of Deaf Pride Inc., and a member of the advisory committee of the National Health Care Foundation for the Deaf, the Black Deaf Advocates, the National Association for the Deaf, the editorial board of "Mental Health in Deafness," which is published by the National Institute of Mental Health, and Kiwanis International. He was a former president of the Capital City Association for the Deaf.
His marriage to Diane Smith ended in divorce.
Survivors include a daughter, Tisha Smith of New York City; his mother, Edith H. Miles of Washington; two half-brothers, Elwood Miles of Adelphi and George Miles of Seabrook, Md., and a half-sister, Althea Battle of Washington.
IN 1983 LINWOOD SMITH, POSTHUMOUSLY, WITH FELLOW GALLAUDET DR. ERNEST HAIRSTON PHD., WROTE " BLACK AND DEAF IN AMERICA ." BOTH WERE FOUNDING MEMBERS OF NATIONAL BLACK DEAF ADVOCATES, INC.
FROM THE NBDA WEBSITE WHICH HAS A HUMANITARIAN AWARD IN HIS HONOR:  "Linwood D. Smith was many things to the Black Deaf community. He can be described as a humanitarian, a poet, an educator, a community activist, an advocate for those with mental illness, or simply as a friend of Deaf people who just happened to be Deaf, Gifted, and Black. Linwood Smith was a Black Deaf advocate long before the emergence of National Black Deaf Advocates as an organization. Before becoming one of the founders of NBDA, he was an active member of the Black Deaf Community, and made invaluable contributions of his time, energy, talents, skills, and personal funds to the concepts of advocacy at a time when NBDA was just an idea. Linwood Smith was a Black Deaf person who dared to dream, he aspired to inspire others to make a difference by initiating and participating in the positive actions needed to address those needs."
